RE-SCHEDULING TOURNAMENT/SPRING BREAK MATCHES. Any April match that has to be re-scheduled due to a tournament or spring break conflict may be post-played any time during the season ....... We experimented with this last fall, and are continuing it this spring, expecting each team to be diligent in trying to re-schedule its match for play within a reasonable time, and to not put it off to the last week of the season. If any coach believes his/her opponent is being unreasonable in re-scheduling, the 'CUSL Spirit' provides for the Club Representatives to work to resolve the conflict. Only if it cannot be worked out at the club level, should the Boys or Girls Director, as is appropriate, become involved; the Director has the authority to re-schedule the match.

RE-SCHEDULING CERTAIN MATCHES: Any match scheduled for play after June 8 has to be re-scheduled and played no later than June 1 . . . . . . . Some matches are scheduled on field ' * ' with a noon start time. This occurs when too many teams have been assigned by its club to a field, and on some days, there is not enough time to play all matches. If you are scheduled for one of these matches, it is to be played the day it is scheduled, unless teams agree to pre-play. The home team is responsible to secure a field and referees. If you are in this situation, please begin immediately to get the match correctly scheduled.

At present, U-12 teams can roster no more than four players that are either U-11 or U-10. This rule will be eliminated beginning fall, 2008 season.

PREVIOUSLY ROSTERED PLAYERS: Operations Committee has removed the rule that limits to five the number of previously rostered players a team may have on its roster at any one time. NOTE, OSYSA STILL LIMITS THE NUMBER TO FIVE, AND ANY TEAM INTENDING TO PARTICIPATE IN STATE CUP SHOULD NOT CARRY MORE THAN FIVE. We made this change to benefit those teams who do not participate in State Cup, which is the substantial majority of our teams. A team participating in a league outside CUSL should determine the rules of that league. This revision is effective immediately.

CLUB GUEST PLAYERS: Operations Committee has approved the use of no more than two club guest players per match. The use of a club guest player should be to further the development of, or to evaluate, the player by testing his/her ability in a more competitive environment, or when a team is short players. There is no reason for a team to use a guest player every match. This rule is effective immediately, though for spring, 2008 season, only, after which we will review its use to determine if it was used as intended, and if the rule should be made permanent.

U-11 FIRST DIVISION: CUSL will schedule the first five matches of the season, which must be played by May 11. The first three teams in the standings as of that date will self-schedule two more matches each amongst themselves. The fourth, fifth and sixth placed teams will, also, self-schedule and play two more matches, each, amongst themselves; of these three teams, only, the one with the least number of points at the end of the season shall be relegated to Second Division the following season. The Operations Committee can evaluate the performance of the other two teams, as well, and determine if a second team should be relegated. None of the first three placed teams at May 11 will be relegated.

First Division of each age group will be limited to six teams. As we do currently, the number of teams in any division can be increased, but there will be a strong bias to not expand to more than six. Due to the teams that will be playing in THE Premiere League, rather than CUSL, it will be effective this spring for the U-11 boys and girls; it will be effective in fall, 2008 for U-12 and older ages

Divisions within each age group will now be identified as First Division (rather than Premier), Second Division (rather than Competitive 1), etc. Change is effective immediately; we are working to have it reflected on the web site.

CORRECTION.......CORRECTION...... FOR ALL 6V6 AGED TEAMS: GOALKEEPER KICK: An indirect free kick will be awarded to the opposing team at the center spot on the halfway line if a goalkeeper punts or drop-kicks the ball in the air from his/her penalty area into the opponent's penalty area ........ The restart is subject to rules applicable to an indirect free kick for 6v6 aged teams ........ The ball will be considered in the penalty area if, on the fly, it lands anywhere within, or breaks the plane of the line enclosing the penalty area.........NOTE: Previously, the message indiccated this rule was for U-10 teams, only

CORRECTION....CORRECTION: Beginning the fall, 2007 season, the three-man referee system will be used for U-10 matches, not all 6v6 matches. Assistant Referees will receive $16 per match, so each team's share of the cost of referees will be $28. With the three-man system, the 'flagrant position' offside rule will not be used for U-10 matches; that age group will play by the FIFA rule.

The Board of Governors has voted to establish 'The Spirit of CUSL' as the policy and procedure for CUSL. This document reflects the standards that were the founding principles of CUSL. You may print a copy of the 'The Spirit of CUSL' from the Rules Guide Section in the navigation area. It is recommended that all members of CUSL read and understand this policy and procedure.

With respect to reporting scores, re-scheduling matches and other web site functions, we want to remind you that each club is responsible for instructing its teams in the use of all web site functions. So when a coach/team contact is in need of help, he/she should first talk to their club representative; and if that is not done, don't be offended when that is what you are told to do by the Boys or Girls Director.
